New requirement for 2026
Kazakh language testing for permanent residence and kandas status
A pilot project has been running since February 13, 2026: when a foreign national is granted a permanent residence permit, or when kandas (ethnic Kazakh returnee) status is granted or extended, knowledge of the state language is tested through the online KAZTEST — at least level A1 (beginner) is required. To pass, you need to score at least 70% in each section. The pilot project runs until December 31, 2026.

What is KAZTEST?
It's the national system for assessing proficiency in the Kazakh language. The test is run by the National Testing Center, and a certificate is issued based on the results.
Who has to take it?
Under the 2026 pilot project, it applies to foreign nationals applying for a permanent residence permit in Kazakhstan and to applicants for kandas status or its extension. The minimum required level is A1.
There is a separate test for citizenship: the state language, the basics of the Constitution and the history of Kazakhstan. Kandases are exempt from this test (Zakon.kz, 19.01.2026).
Is the practice test similar to the official exam?
Yes: 60 questions — 20 in Listening (Тыңдалым) and 40 in Reading (Оқылым) — and 70 minutes in total. To pass, you need at least 70% correct answers in each section: 14 in Listening and 28 in Reading. The results show "passed" or "failed" for each section.

Are these questions taken from the official exam?
No. BASTAU LINE wrote these tests itself, following the structure and level of the official exam: the sections, number of questions, time and task types are the same, while the texts, dialogues and questions are new. Your result shows how well prepared you are, but it does not guarantee your result in the official exam.
